That would be incredible, but I doubt there's a core to do that.

I was just researching the DE1 schematics, and here are my findings:

This is not possible with stock DE1 board. Firstly, you would need atleast an external CPU (plus even an SD card slot, if you want to avoid placing a static design in FPGA, that would route signals from the SD card to the external CPU). Second, the FPGA programming pins are not accessible, so if you don't want to do some fine soldering, you would actually have to program the FPGA thorugh USB - you would need an external CPU with host USB capabilities.

Just theoretical. Program some core to EPCS4SI8 and lock it somehow so that core always search for update from SD card. That core has to have support for all peripheral devices needed.
